New Jersey Department of Environmental Protection

Environmental Infrastructure Financing Program

Funding Type: State

Funding Amount: Loans at 0% interest for approximately 20 years for up to one-half the allowable project costs. Loans at about the market rate or less for the remaining allowable project costs, also for a 20-year term. Approximately $100 million - $200 million is available per year.

Eligible Applicant and Activities
Eligible applicants include: Municipalities, counties, sewage or utility authorities, joint meetings, improvement authorities, local government units constructing new or improving existing wastewater, stormwater or nonpoint source management facilities, or private water utilities.

Eligible activities include: Construction of water quality protection measures, including wastewater treatment facilities and stormwater and nonpoint source management facilities. Activities also include open space land purchase and conservation, remedial action activities (including brownfields) and well sealing.

National Rural Water Loan Fund

Rural Water Loan Fund

Funding Type: Private

Funding Amount: Loan amounts may not exceed $100,000 or 75% of the total project cost, whichever is less. Reasonable, below market interest rate (currently 3%) and a maximum repayment period of 10 years

Eligible Applicant and Activities
Eligible applicants include: Small water and wastewater utilities. Systems must be public entities (municipalities, counties, special purpose districts, Native American Tribes, nonprofit corporations and cooperatives) serving up to 10,000 persons, or in rural areas with no population limits.

Eligible activities include: Pre-development (planning) costs for infrastructure projects; replacement equipment, system upgrades, maintenance and small capital projects; energy efficiency projects to lower costs and improve system sustainability; and disaster recovery or other emergency loans are available.

Department of Homeland Security - FEMA

Flood Mitigation Assistance Grant Program

Funding Type: Federal

Funding Amount: The maximum federal share for FMA planning sub-applications is as follows:
• $100,000 for community flood mitigation advance assistance
• $10,000,000 for community flood mitigation projects
• $50,000 for Technical Assistance for states/territories who were awarded FMA Grant Program funds totaling at least $1,000,000 in FY16.
• $100,000 per Applicant for mitigation planning with a maximum of $50,000 for state plans and $25,000 for local plans.

Eligible applicants include: States, Territories, Federally-recognized tribes, and Local governments.

Eligible activities include: Activities that reduce disaster losses and protect life and property from future disaster damages including the Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation (PDM), Flood Mitigation Assistance (FMA). Provides federal aid to states during the disaster reconstruction process to fund critical projects to mitigate the risks of future disasters and can be used to fund green infrastructure projects.

Rivers, Trails, and Conservation Assistance Program

Eligible activities include: Community-led natural resource conservation and outdoor recreation projects.

United States Department of Agriculture

Water and Waste Disposal Loan and Grant Program

Project Type: Planning, Design, Construction, Maintenance
Funding Type: Federal

Funding Amount: Long-term, low-interest loans. If funds are available, a grant may be combined with a loan if necessary to keep user costs reasonable.

Eligible Applicant and Activities
Eligible applicants include: State and local governmental entities, nonprofits, and Federally-recognized tribes. Areas that may be served include: Rural areas and towns with populations of 10,000 or less -- check eligible addresses.

Eligible activities include: Acquisition financing or construction or improvement of Drinking water sourcing, treatment, storage and distribution; Sewer collection, transmission, treatment and disposal; Solid waste collection, disposal and closure; and Storm water collection, transmission and disposal. In some cases, funding may also be available for related activities such as Legal and engineering fees; Land acquisition, water and land rights, permits and equipment; Start-up operations and maintenance; Interest incurred during construction; Purchase of facilities to improve service or prevent loss of service; and Other costs determined to be necessary for completion of the project.

Water Quality Management Planning Pass-Through Grant (604b Grants)

Delaware River Watershed Protection Fund
