Eligible applicants include: Local & state governments, public or private organization acting in cooperation with a local government.

Eligible activities include: Program is designed to expand workforce development opportunities. Prioritized projects include:
• construction or physical improvements related to energy and water performance in economically disadvantaged communities,
• direct, sustained recycling and waste treatment activities,
• improvements of at-risk public lands or waterways (beyond general cleanup),
• creating awareness among economically disadvantaged communities of personal actions to benefit energy and water conservation/ efficiency and solid waste recycling,
• formal and informal green job training for economically disadvantaged people.

Congestion Mitigation and Air Quality Improvement Program Implemented by MPO

Funding Amount: FAST ACT FY2014 (Fixing America's Surface Transportation) Federal Program is scheduled from 2016 until 2020 with FY 2017 funding $2.360 billion. New Jersey's allocation for FY2017 is $106 million. Funds require minimum non-federal match.

Shore Protection Fund

Project Type: Construction
Funding Type: State

Funding Amount: 75% state and 25% local grantee cost-share ratio

Eligible Applicant and Activities
Eligible applicants include: Local governments. Priority is given to funding necessary to match federal appropriations to the US Army Corps of Engineers (USACE) for Congressionally supported shore protection projects.

Eligible activities include: Funding for projects that are associated with the protection, stabilization, restoration or maintenance of the shore, including monitoring studies and land acquisition, and must be consistent with the current New Jersey Shore Protection Master Plan and Coastal Zone Management Program.

Applications should be received by May 1st for the fiscal year that begins July 1st. Emergency projects will be considered year-round.

Environmental Infrastructure Financing Program

Project Type: Construction, Planning
Funding Type: State

Funding Amount: Loans at 0% interest for approximately 20 years for up to one-half the allowable project costs. Loans at about the market rate or less for the remaining allowable project costs, also for a 20-year term. Approximately $100 million - $200 million is available per year.

Eligible Applicant and Activities
Eligible applicants include: Municipalities, counties, sewage or utility authorities, joint meetings, improvement authorities, local government units constructing new or improving existing wastewater, stormwater or nonpoint source management facilities, or private water utilities.

Eligible activities include: Construction of water quality protection measures, including wastewater treatment facilities and stormwater and nonpoint source management facilities. Activities also include open space land purchase and conservation, remedial action activities (including brownfields) and well sealing.

Green Acres Program Local Government and Nonprofit Assistance Land Acquisitions and Park Development

Project Type: Construction
Funding Type: State

Funding Amount: For urban aid areas, Green Acres offers, 75% matching grants and 25% zero-interest, 30-year loans for land acquisition and 75% matching grants and 50% zero-interest, 25-year loans for park development. Funding cap is $1M. Assistance to nonprofits available as 50% matching grants. In June 2017, $33M was awarded to 42 development projects; Total requests equaled $75M. Jersey City was recommended for $1M for Berry Lane Acquisition.

Eligible applicants include: Local government and nonprofits.

Eligible activities include: Funding assistance for park development projects that result in increased public use and enjoyment of outdoor recreation areas. Recreational facilities that may be funded include, but are not limited to, facilities that provide boating, fishing, swimming, outdoor games and sports, biking, picnicking, camping, or nature interpretation.

Green Acres Program Local Government and Nonprofit Assistance -Stewardship

Project Type: Construction

Funding Amount: Stewardship awards will be in the form of a 50% matching grant or, for projects in Urban Aid municipalities, 75% matching grants. Matching funds cannot be from other Green Acres funds or donated goods and services (in-kind). Assistance to nonprofits available as 50% matching grants In June 2017, $1.3M to 13 stewardship projects. Jersey City was recommended for $82,672 for parks stewardship.

Eligible applicants include: Local government and nonprofits.

Eligible activities include: Stewardship is defined as an activity, which is beyond routine operations and maintenance, undertaken to repair or restore lands acquired for recreation and conservation purposes for the purpose of enhancing or protecting those lands for recreation and conservation purposes: • Landscape restoration, including historic landscapes
• Invasive species removal/control
• Wildlife habitat restoration/enhancement
• Freshwater/tidal wetlands restoration/enhancement
• Dam removal as an element of a river/waterway restoration project
• Forest/woodland restoration/enhancement
• Stream corridor restoration/enhancement
• Rain garden;
• Shoreline restoration/enhancement

Rutgers Cooperative Extension (RCE) Water Resources Program

Raritan River Rain Garden Rebate Program

Project Type: Construction
Funding Type: State Incentive

Funding Amount: Rebates will be provided to homeowners to offset the cost to install a rain garden on their property. Rebates will be in the amount of $3 per square foot of garden up to $450 per lot.

Eligible Applicant and Activities
Eligible applicants include: Residents of Somerville, Bridgewater, Hillsborough, and Raritan Borough.

Eligible activities include: Implementation of community rain gardens.

Funding Cycle and Application Deadlines
To qualify for a rebate, you must: attend one community workshop; attend a technical workshop where you can meet with a Rutgers design professional to plan and lay out your garden or design a rain garden on your own and have it approved by the RCE Water Resources Program; and then install your rain garden.

Water Quality Restoration Grants

Water Quality Management Planning Pass-Through Grant (604b Grants)

Eligible applicants include: Designated water quality management planning agencies, counties, municipalities, and other regional or interstate water quality planning agencies.

Eligible activities include: Funding to support projects that continue the development of wastewater management plans pursuant to the Water Quality Management Planning rules. As part of wastewater management plan development these rules require environmental assessment of proposed wastewater treatment, water supply and land use scenarios, as key methods to protect water resources. This is accomplished by examining alternative land use development patterns and treatment technologies to minimize adverse environmental impacts associated with development.

Eligible activities include: Eligible activities include: construction projects, including water treatment facilities, to address the correction of a system's non-compliance with Surface Water Treatment requirements; to address acute violations, maximum contaminant levels, lead and copper rule exceedances or secondary drinking water regulation exceedances; for consolidation of water systems to comply with the SDWA; for rehabilitation of existing water treatment facilities, water mains, pump stations or water storage facilities, or for new water storage facilities to maintain compliance with the SDWA and wells. Allowances for planning and design are also available.
