Planning and Public Works and Economic Adjustment and Assistance Program

Project Type: Construction
Funding Type: Federal

Funding Amount: Funding awards range from $100,000 to $3M.

Eligible Applicant and Activities
Eligible applicants include: Local & state governments, higher education institutions, public or private organization acting in cooperation with a local government.

Eligible activities include: Matching grants to provide investments that support construction, non-construction, technical assistance, and revolving loan fund projects under EDA's Public Works and EAA programs. Grants and cooperative agreements made under these programs are designed to leverage existing regional assets and support the implementation of economic development strategies that advance new ideas and creative approaches to advance economic prosperity in distressed communities.

Environmental Stewardship

Funding Amount: Full or part- time AmeriCorps youth workforce costs, plus operating costs, up to $14k per worker.

Eligible applicants include: Local & state governments, public or private organization acting in cooperation with a local government.

Eligible activities include: Program is designed to expand workforce development opportunities. Prioritized projects include:
• construction or physical improvements related to energy and water performance in economically disadvantaged communities,
• direct, sustained recycling and waste treatment activities,
• improvements of at-risk public lands or waterways (beyond general cleanup),
• creating awareness among economically disadvantaged communities of personal actions to benefit energy and water conservation/ efficiency and solid waste recycling,
• formal and informal green job training for economically disadvantaged people.

Funding Amount: Small Projects - the grant must be at least $5M. $150M out of $1.5B is designated for small projects

Eligible applicants include: All levels of government may apply.

Eligible activities include: INFRA grants may be used to fund a variety of components of an infrastructure project, however, the Department is specifically focused on projects in which the local sponsor is significantly invested and is positioned to proceed rapidly to construction. Eligible INFRA project costs may include: reconstruction, rehabilitation, acquisition of property (including land related to the project and improvements to the land), environmental mitigation, construction contingencies, equipment acquisition, and operational improvements directly related to system performance. Projects must align with national and regional economic vitality goals and to leverage additional non-federal funding

Environmental Justice Small Grants Program

Funding Amount: Up to $30,000, depending on the availability of funds in a given year.

Eligible Applicant and Activities
Eligible applicants include: Nonprofit organizations including, but not limited to, environmental justice networks, faith based organizations and those affiliated with religious institutions; federally recognized tribal governments; or tribal organizations or acting in cooperation with a local government.

Eligible activities include: Grants to strengthen community-based programs that engage overburdened communities and build partnerships to promote environmental wellbeing and improve public health. Can include variety of community projects, such as: Water System installations, Rainwater Harvesting, Stormwater Pollution reduction, education, water monitoring, etc.

Flood Mitigation Assistance Grant Program

Funding Amount: The maximum federal share for FMA planning sub-applications is as follows:
• $100,000 for community flood mitigation advance assistance
• $10,000,000 for community flood mitigation projects
• $50,000 for Technical Assistance for states/territories who were awarded FMA Grant Program funds totaling at least $1,000,000 in FY16.
• $100,000 per Applicant for mitigation planning with a maximum of $50,000 for state plans and $25,000 for local plans.

Eligible applicants include: States, Territories, Federally-recognized tribes, and Local governments.

Eligible activities include: Activities that reduce disaster losses and protect life and property from future disaster damages including the Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation (PDM), Flood Mitigation Assistance (FMA). Provides federal aid to states during the disaster reconstruction process to fund critical projects to mitigate the risks of future disasters and can be used to fund green infrastructure projects.

Water and Waste Disposal Loan and Grant Program

Project Type: Planning, Design, Construction, Maintenance
Funding Type: Federal

Funding Amount: Long-term, low-interest loans. If funds are available, a grant may be combined with a loan if necessary to keep user costs reasonable.

Eligible Applicant and Activities
Eligible applicants include: State and local governmental entities, nonprofits, and Federally-recognized tribes. Areas that may be served include: Rural areas and towns with populations of 10,000 or less -- check eligible addresses.

Eligible activities include: Acquisition financing or construction or improvement of Drinking water sourcing, treatment, storage and distribution; Sewer collection, transmission, treatment and disposal; Solid waste collection, disposal and closure; and Storm water collection, transmission and disposal. In some cases, funding may also be available for related activities such as Legal and engineering fees; Land acquisition, water and land rights, permits and equipment; Start-up operations and maintenance; Interest incurred during construction; Purchase of facilities to improve service or prevent loss of service; and Other costs determined to be necessary for completion of the project.
